Step 1: Create Energy Control Policy and Procedures
1910.147(c) OSHA Energy Control Policy; Synopsis of Requirements
An energy control policy must be documented and at a minimum should cover the following aspects of the program:
- Purpose and scope of the program
- Personnel authorized to perform LO/TO
- Enforcement policy
- Training methods
- Group lockout procedures
- Shift transfer procedures
- Lock removal procedures
- Method for auditing & updating procedures
- Coordination with outside contractors
1910.147(c)(4) Energy Control Procedures; Synopsis of Requirements
- Procedures must be documented and must identify the equipment covered.
- A separate procedure must be created for each piece of equipment to be locked out. There are exceptions where multiple machines may be grouped under a single procedure
- The procedure must include specific steps for shutting down, isolating, blocking and securing equipment to control hazardous energy
- Specific steps for the placement, removal and transfer of lockout/tagout devices should also be included
- The employer shall conduct and certify periodic inspections at least annually
